Problem Note 54200: Empty STAGING.ENTITY_SYSTEM_IDENTITY data set causes playpen creation failure, "ERROR: File RD_TEMP.EXT_ASSET_INST.DATA does not exist."

When working in the main entity of SAS® Risk Management for Banking, if the STAGING.ENTITY_SYSTEM_IDENTITY data set is empty, it cannot be used to create the RD_CONF.SYSTEM_HIERARCHY data set during playpen creation. In turn, this causes the following errors:
ERROR: File RD_TEMP.EXT_ASSET_INST.DATA does not exist.
...
ERROR: File RD_CONF.SYSTEM_HIERARCHY.DATA does not exist.
Previously, a RD_CONF.SYSTEM_HIERARCHY data set was not necessary when using the main entity, but now liquidity coverage ratio (LCR) processing uses it. The RD_CONF.SYSTEM_HIERARCHY data set must be created, so that the later LCR processes can be completed.
The workaround is to create a STAGING.ENTITY_SYSTEM_IDENTITY data set that contains the following observation:
SYSTEM_ID="MAIN"
